Don't forget that LTP also happens outside the hippocampus. The only
hippocampal specific issue is related to "context dependent memory" and
episodic memory in particular. All sorts of other types of memory never
need the hippocampus at all.

My take on it is that STM maintains coincidental spiking that that LTP
gets a chance to form based on a single presentation (that's the
hippocampal situation - episodic memory is known to be established after a
single presentation for known items). But on another level it is an
essential part of mental manipulations (the working memory part). Neither
is very important during an upload. But the subsequent whole brain
emulation would require an emulation of STM/working memory to function.
