Or, you'd apply for a grant through whatever organization you already 
work for.  Back in my neuroscience days I did some work towards 
uploading while supported (as a grad student) on an NSF grant. 
Randal probably has grants for his work, or will be getting them 
soon.  But none of this has anything to do with MURG, which is a 
discussion group (and web site).
